Magda Cocco
Integra a VdA desde 1994. Sócia Executiva do Grupo Regulatório & Digital, Sócia da área de Comunicações, Proteção de Dados & Tecnologia, Sócia responsável da área de Digital Frontiers, e Sócia responsável pelo setor Aeroespacial da VdA. Tem uma vasta experiência com projectos tecnológicos inovadores no setor das comunicações electrónicas em várias jurisdições e regiões, nomeadamente na Europa e África.
Liderou equipas multidisciplinares em diferentes projectos e transacções no âmbito das tecnologias da informação e emergentes, assessorando Governos e Reguladores na definição de políticas regulatórias e elaboração de legislação, e tendo também aconselhado várias organizações internacionais como a União Internacional de Telecomunicações, o Banco Mundial e o Banco Europeu de Investimento.
Tem prestado aconselhamento especializado a empresas e entidades públicas de diferentes indústrias sobre várias questões jurídicas da economia digital, desde comunicações electrónicas e postais às tecnologias de informação e emergentes, tais como Inteligência Artificial, robótica, blockchain, nanotecnologia, Big Data e IoT.
É especialista em temas relacionados com IA, liderando internamente os produtos jurídicos da VdA no contexto do consórcio Centre for Responsible AI e participa do grupo de trabalho do projeto Bridge AI, com o objetivo de fornecer orientação aos elaboradores de políticas na implementação do AI ACT.
Em matéria de Proteção de Dados & Cibersegurança, tem prestado aconselhamento especializado a empresas e a entidades públicas de diversos setores de atividade em questões de governance, estratégias relacionadas com dados, coordenação de programas de compliance com o RGPD e assessoria em situações de ciberataque.
Tem estado envolvida em vários projetos do setor Espacial, tais como a negociação de contratos para a construção e lançamento de satélites, instalação de estações terrestres e assessoria a Governos na elaboração de estratégias e legislação relacionadas com o Espaço. Também lidera internamente os produtos jurídicos da VdA no contexto do consórcio New Space Portugal.
É membro do Conselho Consultivo do Observatório dos Ecossistemas e Infraestruturas Digitais (OEID), membro da Direção do Portuguese Quantum Institute (PQI). É Officer do Communications Law Committee na International Bar Association (IBA), tendo co-coordenado o projeto mundial do IBA Metaverse Regulation Guide. É membro do European Union Digital for Development (D4D) Hub Private Sector Advisory Group (PSAG), e de dois grupos de trabalho do World Economic Forum (Defining and Building the Metaverse e AI Global Alliance - Resilient Governance and Regulation). Participou como Independent Expert na redação do primeiro General-Purpose AI Code of Practice do EU AI Office da Comissão Europeia. Participa em vários fóruns relacionados com o setor espacial, nomeadamente o United Nations Office for Outer Space Affairs (UNOOSA) e representa a VdA na International Astronautic Federation (IAF). É também responsável pela ligação à Alliance for Affordable Internet (A4AI).
