Paulo Pinheiro, Rodrigo Esteves de Oliveira and Marco Caldeira authored the chapter 'Portugal: Law and Practice', published in Public Procurement 2026, part of the Chambers Global Practice Guides series.

The chapter covers the principal stages in the award and performance of public contracts, including the choice of procurement procedure, direct awards, the evaluation and exclusion of tenders, transparency obligations and challenges to decisions taken by contracting authorities.

The authors also examine the proposed revision of the Public Contracts Code, EU-funded projects, the design-and-build model and the rules governing the modification and termination of public contracts.
