This publication analyses environmental protection legislation and regulation in Portugal, highlighting political initiatives to combat climate change. VdA's lawyers explore recent reforms and legislative developments, including the national target to achieve carbon neutrality by 2045, defined by the National Energy and Climate Plan 2030 (PNEC 2030).
The publication addresses the Climate Framework Law, which establishes a legal framework to achieve carbon neutrality by 2045, and the Renewable Energy Allocation Plan, which foresees an installed offshore wind energy capacity of 10GW by 2030.
The analysis by VdA's lawyers also highlights the approval of a voluntary carbon market in Portugal, prioritising a first phase of natural solutions for removing carbon from forests.
