Francisco Cabral Matos is quoted in an article in Jornal de Negócios entitled "Experts ask for simpler tax regime in the next State Budget".

Jornal de Negócios brought together a group of tax law experts to propose some measures for the 2025 State Budget (SB), taking into account the current business and political context. The proposals presented focus on simplifying the tax system, eliminating obsolete measures and improving the functioning of the tax courts.

In this context, Francisco Cabral Matos proposes that "legislative stability should be favoured, with surgical simplification measures that strengthen companies’ liquidity’". When asked about income tax (IRC), Francisco Cabral Matos argues that "we should eliminate the State Surtax, an ‘additional to IRC’ that arose at a specific time, which is now outdated and makes taxing companies unnecessarily complex”.

Regarding indirect taxes, the VdA lawyer believes that “the VAT group regime and the extension of the cash VAT regime would be welcomed”. Francisco Cabral Matos also proposes a reduction in litigation with the Tax Authority (AT), stating that "legislation that conflicts with tax jurisprudence and which, unfortunately, is still not considered by the AT should be corrected”.
