VdA, in partnership with Agostinho Neto University, is organising the 2nd Angolan Congress on Administrative Law, which will take place on the 25th and 26th of March in Angola.
Paulo Pinheiro, Rodrigo Esteves de Oliveira, Ana Marta Castro, and Marco Caldeira represent VdA at the 2nd Angolan Congress on Administrative Law, taking place on the 25th and 26th of March in Angola.
Ana Marta Castro, as a member of the Congress’s Scientific Committee, participates in the formal opening session of the conference. Additionally, she takes part in two round tables.
In the round table dedicated to “Public Procurement Training,” she addresses the topic “The Economic and Financial Rebalancing of Public Contracts,” highlighting the importance of this mechanism in ensuring the stability and feasibility of contracts when initial conditions change.
In this same round table, Rodrigo Esteves de Oliveira presents on “Award Criteria in Public Procurement: the intersection between Angolan and Portuguese experiences,” providing a comparative perspective between the two countries and emphasising best practices and potential adaptations across legal systems.
Marco Caldeira joins a round table on “Conflicts of Interest and Fighting Corruption,” where he analyses “Disqualifications and Conflicts of Interest in Public Procurement” — a key topic for promoting integrity and transparency in administrative processes.
Ana Marta Castro returns to this round table, sharing her insights on “Digitalisation as a Public Contract Management Tool,” underscoring how digital transformation can support greater efficiency and control in contract execution.
Paulo Pinheiro also participates in the congress, joining the round table on “Resolving Pre-Contractual and Contractual Disputes,” where he discusses “Arbitration in Public Procurement,” exploring the role of this mechanism in efficiently resolving disputes that may arise throughout the contract lifecycle.
