Catarina Pinto Correia participated in another edition of the National Agriculture Fair, in the conference "From Seed to Plate: Innovation and Sustainability in Helping the Farmer", promoted by CAP - Portuguese Farmers Confederation, ANSEME - National Association of Seed Producers and Traders and CIB - Biotechnology Information Center.
The colloquium focused on the New Genomic Techniques ("NTG"), what they consist of, what are the advantages for the final consumer, what is the potential to face the challenges posed by climate change, population growth and the European Ecological Pact, the Meat to Plate Strategy, the Biodiversity Strategy and the Sustainable Development Goals of the United Nations, among others, and how they contribute to European farmers having the necessary tools to meet the important challenges they face and manage to produce more food in an increasingly sustainable way.
The Lawyer spoke on the topic "(Dis)Regulating with Transparency", and addressed issues such as what are the terms of regulation and jurisprudence, both in the European Union and in third countries where the use of these technologies and the respective regulation are at a more advanced stage, the Why and What for an own and harmonized regulation at a European level, the framework of the European legislative initiative and the legislative policy options in view of the problems and objectives identified. In this context, Catarina Pinto Correia addressed regimes in countries such as the United Kingdom or Canada, the conclusions of the European Commission's recent study on NTG under European law, the results of the public consultation launched by the European Commission and the conclusions of EFSA - European Food Safety Authority, among others.
It also focused on the framework of the European legislative initiative, in terms of the problems it aims to solve, the objectives it should pursue and the legislative policy options - identifying some current constraints and limitations on the use of these new technologies, and ensuring compliance with such pressing values as legal certainty and the applicability and effectiveness of the legal system in force, monitoring of scientific progress, compliance and contribution to the pursuit of European and United Nations strategies and designs (including, the reduction of conventional plant protection products, fertilisers and crop protection, the increase in organic production, the reduction of carbon emissions, the reduction of waste, the improvement of consumers' nutritional profile), the protection of human and animal health and of the environment, the promotion of innovation and sustainability in the agri-food system, European competitiveness vis-à-vis international partners and in international value chains, transparency, freedom of choice and consumer confidence.
