The European Commission has launched the AI Continent Action Plan, an ambitious initiative aimed at establishing Europe as a global leader in artificial intelligence (AI). The plan focuses on improving AI infrastructure, access to data, algorithm development, talent acquisition and regulatory simplification.

The European Commission has launched the AI Continent Action Plan, an ambitious initiative aimed at establishing Europe as a global leader in artificial intelligence (AI). The plan focuses on improving AI infrastructure, access to data, algorithm development, talent acquisition and regulatory simplification.
Key Initiatives of the Action Plan
- AI and Supercomputing Infrastructure: The Commission will strengthen Europe's AI and supercomputing infrastructure through a network of AI Factories, of which 13 already exist. The budget for this initiative is € 10 billion.
- AI Gigafactories: AI Gigafactories will be set up with around 100,000 state-of-the-art AI chips, to integrate massive computing power and data centres to support the development of complex AI models. InvestAI will mobilise € 20 billion to build up to five AI Gigafactories across the EU.
- Cloud and AI Development Act: A measure will be proposed to stimulate private sector investment in cloud capacity and data centres, with the aim of tripling the capacity of EU data centres over the next 5 to 7 years.
Data Union Strategy: A Data Union Strategy will be launched to create an internal data market and expand AI solutions. Data labs will also be created to bring together large amounts of high-quality data from different sources within the AI Factories.
Talent Development: The Commission will facilitate the recruitment of highly qualified AI specialists through initiatives, award scholarships and strengthen competences in this field through the future AI Skills Academy.
"Apply AI" strategy: The "Apply AI" strategy will be launched to develop customised AI solutions and increase their adoption in strategic public and private sectors.
AI Act Support Service: An AI Regulation support service will be set up to help companies comply with the law as early as 2025.
The Commission has also launched two public consultations, which will run until 4 June 2025, to shape the initiatives of the AI Continent Action Plan:
- A public consultation on the Cloud and AI Development Act;
- A public consultation on the Apply AI strategy to identify stakeholders’ priorities and challenges in this context. Dialogues will also be organised with industry and public sector representatives to help shape theApply AI strategy.
A third public consultation on the Data Union Strategy will be launched in May.
