Rui Gordete Almeida

Rui Gordete Almeida joined VdA in 2019. He is a Senior Associate in the Information, Communication & Technology practice and he has been actively involved in a range of projects relating to telecommunications, the postal sector, data protection, consumer protection, and digital transformation. His involvement in such matters granted Rui a solid reputation among several high profile national and international clients and expertise in complex ICT regulatory and contractual matters.

Rui's expertise includes advising on several merger and telco infrastructure/network transactions, from the due diligence and signing phase to regulatory and competition approval. Rui has also advised on general regulatory matters, including spectrum and numbering resources management, market analysis and imposition of obligations to operators with significant market power (including participation in prior hearing and public consultation stages), interconnection and access to and sharing of electronic communications’ infrastructures.

Rui has also represented clients in complex and demanding litigation matters, including administrative offences, arbitration and judicial procedures against the Portuguese State and several regulatory authorities, notably in matters related to electronic communications, postal and data protection matters. In recent years, Rui has expanded his practice to other related matters such as digital economy and cybersecurity.

In all the abovementioned matters, Rui has developed advising in different Lusophone jurisdictions, including Angola, Mozambique, Cabo Verde and São Tomé e Príncipe, as well as Timor-Leste.

 

Law degree by the University of Porto, Faculty of Law.

Post-graduate course in Consumer Law, of the Consumer Law Center at the University of Coimbra Law School.

Post-graduate course in Public Regulation and Competition, of the Center for Public Law and Regulatory Studies of the University of Coimbra.

Master’s Degree on Private Law by the University of Porto, Faculty of Law, with a thesis on the topic of "Personal data as counter-performance in consumer contracts - the necessity for the performance of a contract as a lawful basis for processing".

Rui was a guest lecturer at:

  • "Digital sovereignty in the European Union” module of the course “A Digital Europe for Citizens”, organised by the Faculty of Law of the University of Porto (FDUP) and the Centre for Interdisciplinary Research in Justice (CIJ).

Before joining the firm he worked at Nuno Cerejeira Namora, Pedro Marinho Falcão & Associados as a trainee.

Rui has penned or co-authored several articles published in national and international specialized publications, notably:
