An Army exercise of cyber defence and Cybersecurity

The Portuguese Army organized a new edition of the military exercise which has been developing every year, called Cyber Perseus, in order to test the procedures of the army in the area of cyber defence. Given the success of previous editions, and similarly to last year’s exercise, the Portuguese Army invited various institutions of civil society to participate and thus test their procedures in the field of cybersecurity. A larger number of entities, including regulators and communications operators and national critical infrastructure such as energy and banking take part of this year’s edition. Sofia Casimiro de Vasconcelos, VdA consultant, is invited as legal adviser to make the legal framework for several cyber incidents as they unfold in the context of the exercise.

The legal support to the exercise has been proven to be essential to assist an informed decision in times of crisis. The exercise simulates a scenario of political instability over a wide geographic area, thus reflecting the concerns they feel in the current international scenario. It is intended to contribute to the development of national capabilities in the area of cyber defence and cyber security. The Cyber Perseus 2015 takes place on 24, 25 and 26 November, ending with a ceremony where senior military leaders and the Minister of National Defence take part. At this ceremony, Sofia Casimiro de Vasconcelos exhibits the legal work developed throughout the exercise.
