Tomás Cabral Anunciação and Gonçalo Versos Roldão have published an article in the Revista de Direito Administrativo analysing the new Regulations for the implementation of the Code on Public Procurement and Contracts in Timor-Leste (CACP), approved by Government Decree No. 1/2026 of 23 January.

The Regulation aims to provide clear guidance on the application of the CACP to civil servants and other participants in the public procurement process in Timor-Leste. The Regulation implements and supplements various provisions of the CACP on matters such as communications, record-keeping, the management of conflicts of interest, and the rules applicable to members of the tender evaluation committee, experts and suppliers.
