Rodrigo Esteves de Oliveira, partner of the Public Law practice area, discusses the “lei travão” (“brake law”) in relation to the piece of legislation that restores part of the career progression freeze teachers have been subject to in Portugal.

The lawyer explains that if the legislative proposal backed by the various parties generates expenses not budgeted for, it will “collide with the so-called lei travão”. However, he further adds that “there will be no violation of the lei travão if the necessary funds to cover the two years, nine months and 18 days in question are included in the State Budget”.
