Rodrigo Esteves de Oliveira published an article in the last edition of the magazine Vida Judiciária entitled "2004: towards a new world". In this article, the VdA lawyer analyses the last reform of administrative justice in Portugal, whose foundations, established in 2002, were implemented from 1 January 2004.
After 20 years, Rodrigo Esteves de Oliveira considers that "it will probably have been the most profound reform of administrative justice, with some revolutionary aspects - although we should not minimize the importance of the previous model, introduced in 1984/1985"
In this article, the VdA lawyer explains the profound changes that this reform brought, abandoning a fragmented and obsolete normative system and adopting an advanced model of judicial resolution of administrative disputes, matching itself to the best international systems. This transformation brought more dignity and efficiency to administrative law in Portugal, overcoming previous shortcomings and contributing to modern times in the courts.
Rodrigo Esteves de Oliveira observes that, even after two decades, the reformed normative system remains current and effective, which proves its quality. "There is certainly room for improvement, as in all legislative work, especially when it can already count on the practical experience and theoretical contributions of two decades, but no sensible changes seem necessary (or even convenient)", he explains.
