André Gaspar Martins and Marco Caldeira will participate in the II Annual Conference of the CAA – Circle of Administrative Lawyers, taking place on 22 October at the Casa da América Latina in Lisbon, bringing together Portuguese and Brazilian experts to discuss one of the most topical developments in Administrative Law: administrative consensuality.
Under the theme “Consensuality in Administrative Law: A Luso-Brazilian Perspective”, the conference will explore the foundations, instruments and challenges associated with the growing use of consensus-based mechanisms in administrative activity. At a time when public authorities are increasingly required to engage with citizens, businesses and other stakeholders affected by their decisions, these models have emerged as relevant alternatives to traditional litigation, contributing to more efficient and collaborative approaches to dispute prevention and resolution.
The programme will feature magistrates, regulators, public officials, academics and leading lawyers from both countries. Confirmed speakers include Nicola Khoury, Executive Secretary of Secex Consenso at Brazil’s Federal Court of Accounts, who will address the development and practical application of consensuality in Brazilian Administrative Law, as well as Egon Bockmann Moreira, Ana Celeste Carvalho, Vera Eiró, Filipa Urbano Calvão, José Cardoso Dutra Júnior and Pedro Siza Vieira.
Founded by a broad group of lawyers with extensive experience in Administrative Law, the CAA – Circle of Administrative Lawyers seeks to foster knowledge-sharing among practitioners, promote excellence in specialised legal practice and actively contribute to the development of Portugal’s administrative law ecosystem.
