Marco Caldeira, Of Counsel, and Gonçalo Mesquita Ferreira, Associate, are the authors of an article published in the Revista de Direito Administrativo on Cape Verde’s new Public Manager Statute, which introduces significant changes to the legal framework governing the management of state-owned companies.

The new Statute, approved by Decree-Law No. 33/2025 of 24 October, replaces the 2010 regime and aims to professionalise the management of public sector companies, enhance transparency and align public corporate governance with principles of sustainability and good governance.

Among other measures, it introduces a three-year post-termination restriction, an outright ban on the use of company credit cards by public managers, and broader grounds for dissolving management bodies.
