Magda Cocco and Rui Gordete Almeida have written an article published by Lexology analysing the European Commission’s proposal for a Digital Networks Act (DNA), presented in January 2026.
The article examines this legislative initiative as a structural response to persistent challenges in the EU electronic communications sector, including regulatory fragmentation, the transition to next-generation networks and the growing strategic importance of digital infrastructure. The authors highlight the proposed shift towards a directly applicable regulation, alongside enhanced EU-level coordination in areas such as radio spectrum policy, authorisation regimes and network resilience.
The analysis also places the DNA within the broader context of the EU’s strategy on competitiveness, strategic autonomy and security, outlining the main proposed changes, the objectives pursued by the European legislator and the key issues facing operators and other stakeholders throughout the legislative process.
