Raul Mota Cerveira

Raul Mota Cerveira joined VdA in 2015. He is Partner of the Real Estate & Planning practice area.

Raul has extensive experience coordinating matters of public law in Angola, Mozambique, São Tomé and Príncipe, Guinea Bissau and Cape Verde.

He has worked in projects on infrastructures, water, sanitation, electric and harbour sectors. Has also been involved in public contracts, environment, administrative litigation and misdemeanour matters.

He has advised the most relevant national and international companies operating in those sectors, as well as oil industry corporations.

Law Degree by Universidade Lusíada de Lisboa, Faculty of Law.

Assistant professor at the Faculty of Law of Universidade Lusíada de Lisboa in the subjects of Administrative Law, Administrative Litigation, Constitutional Law, EU Law, International Public Law between 1993 and 2003.

Lecturer of the Environment and Real Estate subject at the Urban Rehabilitation, Regeneration and Requalification MBA, of Escola Superior de Atividades Imobiliárias from 2012 to 2014.

Professor of the Environmental Law subject at the Environmental Engineering Master, of the Faculty of Technologies and Sciences of the Universidade Nova de Lisboa.

Before joining the firm he was public law partner at Miranda, Correia, Amendoeira & Associados.

Author or co-author of various publications, books and articles on matters within his fields of expertise, namely:

  • Angola's Administrative Law (compendium of legislation) - Plural editores
  • Angola's Environmental Law, compendium of legislation with compliance plan on environmental matters - Plural editores
  • “Análise ao regime geral das contraordenações (Lei nº 19/22, de 7 de julho): A nova realidade Jurídica Angolana”. Co-written with Caetana Pinto Basto, published in Revista Angolana de legislação e jurisprudência – AAFDL Editora.

Admitted to the Portuguese Bar Association and admitted as specialist in Administrative Law.

Arbitrator at CAAD (Administrative Arbitration Centre) in Administrative Law.
