"This legislation is designed to bind a very broad set of recipients. In the first line of recipients is the State itself, in its various dimensions, national, regional and local. Therefore, it is comprehensive from the public policy point of view. But it is also comprehensive from the point of view of sectoral policies. In other words, it is a transversal law, but it could not be otherwise. What does this mean? That it has the positive aspect of being comprehensive, but then it has the difficulty of not being able to be read alone. In other words, it is a law that has to be read in conjunction with the policies and with the legislation that informs the policies by sectors."
