Among the most important measures are the reduction in VAT on construction and rehabilitation, the simplification of licensing and the public guarantee for young people to buy their first home. However, Miguel Marques dos Santos stresses the importance of swift implementation, saying that ‘almost a year after the programme was approved, it is essential to speed up the implementation of the measures so that the positive impact can be felt in people's lives’.
The author believes that the programme represents a unique opportunity to boost the housing sector and encourage confidence in the market. To this end, he argues that it is essential for the government and the other players involved to take determined and effective action.
