"The emergence of a new sustainability paradigm requires a rapid adaptation of tax systems to needs that were not (and could not have been) contemplated by this last reform movement. More specifically, at stake is the need for each State to adapt its tax systems to a reality where it is no longer sufficient to reform "only" Green Taxation, understood generically as the set of fiscal instruments (not only taxes) with some kind of connection, both at the level of expenditure and revenue, to the evolution or pursuit of environmental metrics."
