Law No. 6/25 of 23 July 2025 (“Law 6/25”) has recently been enacted, amending the General Electricity Law originally approved by Law No. 14-A/96, May 31.

Given the strategic importance of the electricity sector to Angola’s national economic development, as well as to the promotion of international electricity trade with other Southern and Central African countries through the interconnection of national power systems, it became necessary to align the General Electricity Law with Law No. 25/21 of 18 October, which approves the Economic Activity Delimitation Law.

This adaptation aims to allow private-sector participation in electricity transmission through public-service concessions and to foster competition in the transmission and electricity trading markets.

Accordingly, Law 6/25 further liberalises the electricity transmission sector by allowing the National Transmission Grid and interconnections to be concessioned to either public or private entities, subject to specific regulations to be issued by the Executive Branch.

Law 6/25 also clarifies the integration of the National Dispatch Centre into the overall management of the Public Electricity System. The National Dispatch Centre’s primary function is to ensure the techno-economic coordination of the generation system and the National Transmission Grid, while imposing strict neutrality and independence requirements on the managing entity vis-à-vis transmission concessionaires.

Finally, Law 6/25 revokes all legislation contrary to its provisions and provides for the full republication of the General Electricity Law, thereby consolidating all previous amendments, additions and revocations.

The Law entered into force on the date of its publication.
