José Miguel Carracho and Júlio Venâncio have contributed to the chapter on Portugal in the 2025 edition of the IFLR Banking & Finance Guide, an international reference publication in the field of banking and finance.
The VdA lawyers provide a comprehensive analysis of Portugal’s legal and regulatory framework for banking and finance, addressing supervisory structures, capital and governance requirements, as well as recent developments in operational resilience, crypto-assets, ESG and artificial intelligence.
The chapter examines the key challenges facing financial institutions, including the implementation of the European banking package (CRR3/CRD6), the application of the Digital Operational Resilience Act (DORA), the MiCA framework and the strengthening of AML, sustainability and consumer protection requirements. It also covers licensing, cross-border activity, security and collateral structures, bank insolvency and resolution mechanisms.
