“A neutral power”
Marco Caldeira, Public Law practice managing associate, launches his book "O Poder Neutro” (The Neutral Power), on 20 January, in Lisbon.
The work deals with the political thought of Benjamin Constant and the influence of his ideas on the various Portuguese Constitutions, since the nineteenth century to the present 1976 Constitution, especially with regard to the Head of State configuration (King or President of Republic) as a supra-party arbitrator, invested with a "neutral" or "moderator" power.
